The Director of Housing is reviewing market rate rents for public housing properties.
If you have received a letter and a Notice of Rent Increase from the Director of Housing, you can ask Consumer Affairs Victoria (CAV) to assess the increase if you think it is too high. This is a free service.
Tenants Victoria recommends you do this even if your rent is currently rebated as you might be required to pay the market rent in the future if your financial circumstances change.
You only have 30 days from the time you receive the notice to ask for a rent assessment.
how do I ask Consumer Affairs to review my rent increase?
Fill in the investigation request boxes at the bottom of the Notice of Rent Increase form, see below. Include your phone number and then send it to Consumer Affairs Victoria in one of the following ways:

what happens next?
A Consumer Affairs Victoria (CAV) inspector will contact you about your request, and once they have carried out their investigation they will provide you and the Director of Housing a written report with their opinion on the increase. If the Director of Housing does not reduce the rent, you can apply to the Victorian Civil and Administrative Tribunal (VCAT) for an order that the increase not be allowed.
You must apply to VCAT within 30 days of receiving the inspector’s report.
what happens if my circumstances change?
If unreasonable rent increases are not challenged, and your circumstances change so that you have to pay market rate, you may find that the property is too expensive for you to stay in.
